The Yuugiri are a special branch operation of ANBU that specialize in the Silent Homicide Taijutsu style. They are used for multiple reasons, ranging from killing Akatsuki members to simply assasinating a feudal lord. They are directly under the Daiymo's control. The Kage has no power over their actions.
